Machiavelli’s book was written as a reference manual for tyrants. He was quite openly and scientifically telling princes how to divide and rule in all possible situations. What if you have a reluctant bureaucracy? What if you want to rule people with a tradition of autonomy? Recipes for every situation.
Non-tyrants can read his reference manual to understand what our princes are doing. They are following the manual strictly.
Reading other tutorials from the same viewpoint is instructive. Many of them are written to SOUND like advice for antityrants. When you read them the Mach way you reach a better understanding.
I didn’t fully appreciate this point until I checked the original sources on the Color Revolution that prepared the ground for Lincoln’s genocide. I was able to see this one more clearly because I had a personal connection with those terrorists.
From this viewpoint Lincoln’s proverb about fooling all/some is advice for future princes. If you want to fool the majority you need to run a variety of opposite-looking swindles. But you will still need to imprison and slaughter some who can’t be fooled, as Lincoln did in a massive way. He killed 1/6 of the country.

Just now I noticed a cite of the Federalist Papers “advice”: This system will only produce freedom for a people with a firm moral grounding.
Reading it the Mach way: To establish the tyranny you want, first break up the moral ground of your people.
So they did.
