Classic Nigerian Prince!

Haven’t seen one of these in a long time. Most scammers have moved on to more modern tricks.

= = = = = START SWINDLE:

Dear (my email),

I am a private investigator and have been contracted by a financial institution to ascertain your relationship to an individual who died sometime ago.

He died intestate and left behind an estate, we have reasons to believe that you may be related to the deceased.

For further information, please contact me or the Assessor for confirmation.

Yours Sincerely,
Victor Chen

= = = = = END SWINDLE.

Note that it doesn’t give my name, just my email; and the supposed deceased isn’t named either. Better swindlers start with hacked data including your name and often scarily personal info. “The Assessor” sounds official, but it doesn’t say WHICH assessor and where, so it’s meaningless.
