Reading the DailyMail account of Bryan federal prison where Holmes is starting her time.

I’m impressed! Bryan is a GOOD PRISON, doing pretty much everything the right way.

This is EXACTLY the right way to handle inmates of the Sad category. Uncool young people who end up working for gangs as a way to achieve Coolness. Structure, discipline, PHYSICAL WORK, proper use of both reward and punishment.

Federal minimum-security prisons don’t have walls or fences except a normal business-style chainlink fence. They respect the INTELLIGENCE of the prisoners, who recognize that misbehavior or attempted escapes will move them into max. The gradient of privileges is steep, so the prisoners are kept in by the forcefield of the gradient instead of the fence. This wouldn’t work with serious professional criminals or psychopaths (Bad and Mad).
