Because our tech tyrants OWN our government.
When Zuck wants a new US law he doesn’t need to spend time and money influencing legislators and regulators, and doesn’t need to take a chance that the government might disobey. He just makes one call to his EMPLOYEE and gets what he wants.
Zuck DOESN’T OWN China. If he wants to operate in China at all, he MUST obey all Chinese laws and CAN’T change the laws to suit his own personal needs and desires.
It’s blindingly obvious when you think about it, but I’d never thought about it!
