BlackVault has been fairly inactive lately. Today he posted an updated set of FOIA documents from the 1950s civil defense fraud.
I lived through the fraud, though I was too young to question authority at the time.
I’ve been reminded of the fraud by those Natl Assn of Mfrs films I’ve been playing at bedtime. Along with lively info about real business and skills, the films are flavored with NUCLEAR ATTACK. We must produce more, and we must carefully guard our lips, because SOVIET SPIES are lurking everywhere, and we must prepare NOW for the imminent COMMIE ATTACK!
There were quite a few ‘truthers’ in those days as well. Groups of pacifists who recognized the lies insisted on staying outside when the drills forced everyone into shelters for a few hours. They were arrested and jailed by New York State, which was the most tyrannical state then and now.

1. Hypothetically, world tensions have increased over a period of weeks, Plan C Mobilization is under way throughout the country. Diplomatic efforts to preserve peace have broken down. Intelligence reports indicate the enemy is concentrating his heavy bombers for a long-range strike. Emergency Information deals with the problem o£ separated families, combating the clamor to be reunited by reporting safe arrival of mothers and chiidren in reception areas.
5. Civil Defense activates its emergency control center, calls out its 24-hour staff, when Mayor and his staff shift to relocated center. PI staffs shift into Emergency information operations in city and support areas, reinforced by Information Specialists from CD Reserve force. Public morale is being maintained despite the growing anxiety. By nightfall the selective evacuation is complete in most target cities. Radio stations are authorized by FCC to remain on the air all night until further notice.
Retail business is almost at a standstill in midtown city areas. Shoppers in suburbs and country communities have made a run on food stores and gasoline filling stations. Anti-hoarding warnings are being broadcast.
