In fact NSA and CIA don’t use “laws” and “courts” at all. Even ordinary police are not restricted by “warrants”. All police spy on everything** they find interesting, then apply for a “warrant” when they’ve finished spying. After the “warrant” is AUTOMATICALLY ISSUED by a rubber stamp, the police can work up the results of the spying into a publicly visible “search” of areas they ALREADY KNOW. The rubber stamp is necessary for evidence used in court, like a notary seal.

Branch 1: I learned this the hard way in 1969. When the police showed up at my apartment with a “warrant” and made the publicly visible search, they already knew which areas were mine and which belonged to my rich roommate. I knew that he had a much bigger stash, but the police were NOT INTERESTED in his parts of the apartment. Rich people never pay.

Branch 2: Big Science is fake in the same way as Big Searches. We’re supposed to believe that researchers get a bright idea, then form a hypothesis, then apply for funding to start the research. In fact researchers know what areas are well-funded. Researchers use their existing money and staff to perform most of the work. If the result agrees with the goals of the granting agency or NGO, the researcher applies for a grant, knowing in advance what he will find because he’s already found it.

** Important footnote for fairness: I don’t mean to imply that spying is bad. Spying is a NECESSARY AND UNIVERSAL PART OF LIFE. Every living thing from bacteria to humans spies on its competitors or adversaries. Human organizations, businesses and governments and sports teams, spy in more specialized and complex ways.
