Hard question

Not an easy question. My basic rule is that it’s better to bore a criminal than excite a criminal. Pursuit pushes criminals to drive faster and wilder, leading to crashes with innocent people.

In an earlier era I might have chosen always pursue, but now cops have cameras and other forms of detection equipment. After noticing the car they know everything about it, and the knowledge is automatically part of the record. Thanks to evil Sorosian nonjudges and nonprosecutors, most criminals are endless repeaters, so the cops probably recognize him from a hundred previous futile arrests. The new offense is part of his record now, so the cops have a reason to catch him the next time they see him in a more trappable situation. And then the nonjudges and nonprosecutors will release him again, but at least the cops will know they’ve done THEIR job.
