Carefully planned arson seems to have halted after the big fire paid off the bet on Farinacci, but we still have the usual intentional fires from homeless vagrants. And the demonic “city” continues to catch and release so the criminals can continue ruining the world.
The motivations of the criminals are mixed. Some are crazy, some are trying to get into prison because it’s a better life than outside, some are clearly working for an employer.
I hadn’t asked the Cui Bono question about the demonic “city”. I just assumed it’s maximally evil and maximally insane. What does it gain from constant destruction?

Big tragedies bring big federal payoffs, and the city gets a fat chunk of those big payoffs. Federal agencies like EPA and NOAA also get a big chunk to finance their “Hazmat Cleanups” and “Climate Emergency Studies”. The city probably receives 40% for “overhead” if it’s anything like academic grants.
