Not a good analysis. Orwell’s picture was more accurate and more in line with history.

Inner Party (royalty) knows everything.

Outer Party (courtiers) knows only facts supplied by royals, BUT the courtiers believe that their “facts” are true and important.

Proles (peasants) don’t give a fuck about the royal “information”. Peasants know reality as sensed by eyes and ears and noses and muscles.

My verb/noun analysis reaches a different type of conclusion.

Royals don’t use facts at all. Royals GIVE COMMANDS.

Courtiers believe that “facts” (supplied by Royals) are driving their behavior; but Courtiers are really just implementing the COMMANDS.

Peasants sense reality and get a dim secondhand reflection of what the Royals want them to believe. Most importantly, Peasants know that they have to obey the COMMANDS or die, so they obey.
